Job Description
MyCity requires Product Managers who will work closely with multiple agency business leads, oversee user experience feedback for specific products within MyCity, align with technologists and broader MyCity strategy and roadmap, manage vendors, and be able to juggle more than one product lifecycle at a time. They provide the prioritization and strategy for the products they own. As MyCity scales one staff member who is not a trained Product Manager has been filling the role, but the program needs at least one dedicated and experienced Product Manager Lead.
SCOPE OF SERVICES
The City of New Yorks Office of Technology Innovation is spearheading the MyCity initiative, a top technology initiative of the Mayor Eric Adams Administration. MyCity aims to be a one-stop-shop for New Yorkers where they can have friction-less experiences with City government when obtaining benefits and services. It is a complex program with a portfolio of products. You can get a taste for what MyCity is at https://mycity.nyc.gov, but there are a ton of other initiatives happening behind the scenes, including significant programmatic changes, and what you see is just the beginning. We need a Product Manager to help drive key services forward. The MyCity Product Manager oversees select products for the MyCity program team. The Product Manager will lead the end-to-end delivery of new digital applications and services on MyCity. They will act as product manager for multi-disciplinary product teams through the product lifecycle and into continuous delivery and support. They will line manage, coach and mentor others in the team, including a Product Management Fellow. This Product Manager will be entrusted to hold the Citys best interests first and foremost when collaborating and working with system implementation vendors and thus will be expected to drive strategy for the MyCity program, in consultation with the Associate Commissioner for Product Management.
TASKS
Lead product strategy and definition by understanding and identifying product users, framing the problem, and synthesizing research from all disciplines and evaluating current state experiences
Define success outcomes and KPI based on user-driven metrics that prove value to New Yorkers
- Understand, synthesize and write detailed requirements focused on filling the needs of New Yorkers
- Deliver digital applications by being the agile delivery manager for multidisciplinary product teams.
- Lead the delivery of backlogs of work from inception to delivery based on evidence from user research, analytics and stakeholder goals
- Lead team ceremonies across your teams in line with good agile practice. Lead inspection of team practice; ensure a regular cadence of retrospective; constantly work to optimize flow
- Coach teams to achieve strategic outcomes and improve problem solving
- Arrange and take part in user research regularly for all digital products you lead
- Manage external technology and delivery partners; work to get best value from our digital, data and technology partnerships
- Manage the product roadmap; including mapping out resource needs
- Be the point person, work closely with stakeholders, understand the business goals, and be ready to present and provide status
MANDATORY SKILLS/EXPERIENCE
Note: Candidates who do not have the mandatory skills will not be considered
- A bachelors degree (or equivalent) in computer science, engineering, product design or related field.
- At least 12 years of previous experience in software and web development
- 4+ years proven success leading products from inception to launch into continuous improvement.
- Excellent writing skills combined with strong presentation and public speaking skills
- Excellent interpersonal skills to effectively manage cross functional teams
- Ability to work effectively in a team setting, including synthesizing abstract ideas into concrete features.
- A solid background in modern digital technology and trends
- Experience in an Agile delivery environment
- Attention to detail and excellent problem solving skills
- Be open to receiving feedback and constructive criticism
